Who is playing drama?

The wage committee headed by Shri S.C. Misra, Sr. DDG (Est.) was formed in year 2006 and since then two chairmen have been changed. The wage revision for non-executive is in air from 2007 and so far nothing concrete has come. Is it not fact that workers are eager for finalization of wage revision. The profit of BSNL is decreasing every day should workers worry about wage revision or not?

48hours strike was for what?

Where is strike agreement and achievement? It is BSNLEU which is enacting drama on wage revision after promotion scheme. There was tall talks of five promotion for four years and could non-executive staff get five promotion at par with the executives?

The NFTE-BSNL firmly believes in joint struggle and want to join hands on wage revision, promotion scheme and now Bonus provided there is join negotiation and agreement. NFTE does not require sympathy of BSNLEU.

Why BSNLWA has not gone to meet CMD BSNL?

CMD has told the General Secretary BSNLEU to forgo the claim of Bonus. Should NFTE-BSNL and BSNLWA go to CMD to listen such sermon?

BSNLEU should listen such sermon and speak in different voice outside, NFTE cannot.

BSNL Board has approved Bonus Rs. 3500/- and Rs. 5000/- for non-executive and executive respectively on 15^th September. Hold protest meeting during lunch hours against the meagre amount of Bonus.

Mass resignation from BSNLEU

More than 250 employees of corporate office have submitted their resignations from BSNLEU and have requested the management to stop deduction of subscription from their salaries. The revolt is reportedly due to delay in wage revision and strike gimmick.

National Convention of workers held at Mavalankar Hall, New Delhi on 14^th September, 2009.

A National Convention of workers was held on 14-9-2009 at Mavalankar Hall, New Delhi on 14^th September, 2009 in which BMS, INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, AICCTU and UTUC Central unions participated. The convention has been organized against retrenchment of workers due to economic slow down, Disinvestment violation of Labour laws etc.

NFTE-BSNL participated in the convention Com. Sajwani Secretary General, Comrade Kohli, Smt Chitra Basu (VP), Naresh (Org. Secy), Islam and Rajpal represented the NFTE-BSNL in the convention.

          The convention decided to meet Prime Minister and organized agitation to protect the interest of working class. The convention has been historic since all Central TUS participated irrespective of party affiliation.<<<<Click Here>>>>

Circle President, NFTE-BSNL in Kerala suspended

GM(D), Trichur used to take official car outside the SSA. The officer was checked at Palakkad Com. P. Radhakrishnan, Circle President opposed the misuse of Vehicle and he has now been suspended on 10-9-2009 for this. High handedness of the officer will be brought into the notice of BSNL HQr.

How wage revision process will proceed?

(I)              First there will be agreement on periodicity of wage revision.

There is no agreement on periodicity as yet between recognized union and management. In case it is of five years DOT’s approval is necessary.

(II)          Once periodicity is decided fitment formula has to be evolved and agreement between management and recognized union is necessary in this respect.

(III)      After above two agreements issues of evolving of new pay scales and rate of increment will arise.

(IV)         Once Pay Scales etc are evolved question of perks and allowances will be taken up.

The recognized union is delaying the process of wage revision due to political reasons.

BSNL Workers Alliance is continuously pressing the management for settlement of wage revision.

Wage Revision

There is absolutely no progress in wage revision negotiation. Rumour of five year agreement on the issue is baseless. Ignore all these. 

Bonus

Bonus is likely to be declared in early third week of September after approval by BSNL Board.

19^th 20^th Strike has fizzled out or not?

            BSNLEU in the resolution adopted at Mysore has criticized the NFTE-FNTO for malicious prediction BSNLEU has termed the NFTE-FNTO as mischief mongers.

            The abuses of BSNLEU donot deserve comments or reply. But they must know NFTE BSNL will not join any strike without consensus on issues and collective negotiation. If strike was successful why management did not call them for negotiation? Why wage cut order has been issued?

NFTE has organized many strikes but never withdrawn without agreement on the issues.

Wage cut orders was never issued in strikes organized by NFTE.

JAO Part-II Exam

All Qualified JAO Part-I officials will be allowed to appear in JAO Part-II (Final) Examination.

Jharkhand Circle Conference

Comrades Shubhash Prasad Singh, Mahavirsingh and Lalitkumar have been elected as President, Circle Secy and Treasurer respectively.  

Com Pandey, President and Secretary General will addressed a meeting at Ludhiana on 7th September 2009.

Wage Revision

CMD BSNL has been requested by NFTE to settle the wage revision and BSNLEU should not be allowed to use its veto power.

Bonus

DOT has granted “Fair” grade to BSNL as per Bonus formula agreed by BSNLEU. The NFTE-BSNL has urged the CMD for grant of adequate Bonus to staff ignoring the said agreement. Management meeting has taken place in the matter.

JAO II Examination

NFTE has requested the BSNL management to allow all such candidates to appear in JAO II examination who have passed the JAO (I) Screening test. 

Shri R. Gandhi is likely to take over as Director (F) in BSNL. The post is vacant for long time. 

Jharkhand Circle Conference

The circle conference is being held on 8^th September at Jamshedpur Secy General and Com. Islam are attending the conference.

NFTE-BSNL delegation met the CMD on 13^th August:

          The NFTE-BSNL delegation consisting of Com. Sajwani (Secy. General), Kohli, Islam and Rajpal (C/S. NTR) met the CMD on 13^th August and requested for early settlement of wage revision, minimum facilities, Transfers, Relaxation in TTA 40% quota examination etc.

Wage Revision meeting on 13^th August proved a fultile exercise

No concrete result could be achieved as issue of periodicity has been referred to DOT. Reportedly the BSNLEU representatives have told in the meeting that they are least concerned with the pension in wage negotiation presumably because it is achievement of NFTE-FNTO-BTEF and not of BSNLEU.

Review of Wage hike of BSNL officers

 Sequel to instructions of DOT the BSNL Board has adopted a resolution for reduction in hiked wage of executives.

Review process of wage revision may commence on receipt of formal resolution of Board in the concerned cell / section.

Transferred employees to wait

The employees transferred in May/June, 2009 but not joined the new station should wait as BSNL HQr. is required to cancel as per orders of Ministry of Communication.  

Convention of Officiating JTOs at Bangalore on 8/8/2009.

A convention of Officiating JTOs was held at Bangalore on 8/8/2009 to discuss the issues relevant to JTO qualified TTAs, organized by association of Officiating JTOs-BSNL of the Karnataka circle. On invitation Com. PM Michael, ACS NFTE-BSNL, Kerala Circle attended and addressed the session.

Nearly 100 delegates attended the convention from various circles like Tamilnadu, Karnataka, Andhrapradesh, Maharashtra, Madhyapradesh and Rajasthan. Delegates include employees from various unions like BSNLEU, NFTE, FNTO, BMS, TEPPU, SC/ST association. The stand of the union NFTE-BSNL to the issues of TTA/Officiating JTOs was explained. The convention appreciated the role of NFTE-BSNL towards the issues of TTA/ Officiating JTOs.

Convention also appeals for continuing support of NFTE-BSNL in settling the issues immediately.

Com.Manjunath JTO (O) presided the convention.

Com.Kabeerdas (GS/JTO[O]-BSNL) also delivered the speech.

Very cool response for Dharna call of BSNLEU on 11^th August at Delhi

Hardly two dozen employees of Delhi assembled for Dharna at Delhi Corporate HQr. 150 workers from neighboring circles viz. Haryana Punjab west UP etc. gathered at BSNL HQr. Some leaders were hackled and not allowed to speak workers are now fully aware that wage revision is being delayed due to negative attitude of recognized union. Due to this there has been very cool response from the employees and Dharna was a flop only.  

Five year periodicity for wage revision

The DOT has made queries from BSNL corporate office regarding approval of five years periodicity for wager revision.

Order on retirement benefits in respect of Govt. service to person dismissed / removed after their absorption in BSNL have been endorsed on 3-8-2009 by corporate HQr.<<<<Click Here>>>>

BSNL is a registered Company under company act but its DOT absorbed employees are entitled for Govt. Pension.

          DOT Vide Letter No. 1-72-2009-SNG dated 20-7-2009 has returned the Promotion Scheme without its approval and has drawn the attention of BSNL HQr. to clause 143 of  Article pf Association. There is no doubt the BSNL Company like others is free and independent to frame its rules including promotion scheme for its employees. But the DOT has conveniently ignored the fact that the absorbed employees are entitled for Govt. Pension like other CG employees. Thus BSNL Company and its employees are on different footing. Moreover, scale of 9200-13500/- is nowhere in existence from 1-1-97 to 31-12-2006 as such its creation duly approved by DOT, is must to avoid future complication specially in Pension.

          Why DOT is not according its approval on promotion scheme of non-executive when same has been done for executives.

We must ponder over this approach.

 Truncated promotion scheme for non-executive employees returned by DOT.

            According to sources the DOT has returned the promotion scheme without its concurrence and approval. The DOT has avoided to accord approval due to obvious reasons we will further collect. Details to decide our approach and action.

            Let us keep in mind that the five promotion policy of officers was approved by DOT. Apparently the DOT don’t want to commit on pension liability. <<<Click Here in Hindi>>>>>

Wage Revison Tamasha

            The BSNL HQr. has sought approval of the Administrative Ministry, DOT, for wage revision of group “C” and “D” staff for five years. This reference is in consonance with the orders of Department of Public enterprise. Thus wage revision process can start only on receipt of approval by DOT.

            The BSNLEU and its forum has served notice for 48 hours strike on 19^th/20^th August. At no stage BSNL Workers Alliance has been consulted on the issues of strike.

            The BSNL workers Alliance met on 1-8-2009 and decided to watch the developments. It is well known that delay in Wage Revision is taking place due to approach and attitude of BSNLEU. <<<Click Here in Hindi>>>>>

Wage revision and unfounded remarks of BSNLEU

Below are the remarks against NFTE – FNTO in the Wage Revision booklet of BSNLEU:-

“NFTE-FNTO leaders are agents of BSNL management”.

“NFTE-FNTO leaders are anti worker”.

“NFTE-FNTO have not participated in any general strike”.

“BSNL Workers Alliance is in fact anti-workers Alliance”.

BSNLEU Comrades may forget but workers fully know that NFTE-FNTO spearheaded 11^th July, 2007 Strike.

NFTE-FNTO-BTEF organized historic 3 days Strike from 6^th to 8^th September 2000 for Job Security and pension BSNLEU has not joined the struggle.

Who are anti-workers?

Comrade! Anti workers are those who do not believe in unity of workers. Anti-workers are those who are intolerant and do not respect the existence of other unions.

Remember BTEF withdrew strike of September, 2000 on 6-9-2000 itself but NFTE – FNTO leaders have not abused them.

NFTE-FNTO leaders went to their office and restored functional unity of three Federations.

Donot enrol members of Alliance partners

Complaints are being received to the effect that at some places members of alliance partners particularly of FNTO have been enrolled in NFTE. This is against our agreement.

            District and circle secretaries are requested to ensure that at no circumstances FNTO members are admitted in NFTE.

Roaming charges dispensed with

There will be no roaming charges on BSNL mobiles in NCR cities viz. Noida, Ghaziabad, Gurgaon and Faridabad. Reportedly decision to the above effect has been taken by corporate HQe and necessary arrangements are being made.

Rajasthan Circle Conference concluded

Comrades J.S. Bundela (TM), ML Tawar (TTA) and Sohanlal (Sr. TOA) have been elected as president, Circle Secretary and Treasurer respectively.

Every month deductions and contributions towards EPF/CPF should be exhibited on Notice Board by SSA Heads.

Annual statement of EPF balances should be obtained by SSA Heads from EPF authorities. CGMS are required to monitor.

ITS absorption linked with pension.

The issue of absorption of ITS personnel is now linked with the settlement of pension of DOT employees absorbed in BSNL.

Joint forum headed by BSNLEU has agreed on 16-7-2009 to respond positively to the proposal of Disinvestment.

On 16/7/2009 discussions took place between joint forum, headed by BSNLEU, and CMD, BSNL on the issue of Disinvestment etc. The minutes have been circulated by BSNL Vide letter No. BSNL / 7-8/SR/2009 dated 17-7-2009. The final outcome on the issue of Disinvestment has been mentioned as below in the minutes.

“The CMD requested them (unions of Joint Forum) to consider the proposal (Disinvestment of BSNL through IPO route) with an open mind keeping in view the overall interest and needs of BSNL, to which the unions responded positively”.

The BSNL Workers Alliance has boycotted the meeting due to hostile and harassing attitude of BSNLEU. The BSNLWA is strongly opposed to disinvestment proposal and will fight tooth and nail against this.

No migration from NFTE-BSNL in CTO New Delhi.

          There is no migration from NFTE-BSNL in CTO New Delhi organizational position has further strengthened in NTR as 90 staff have joined the NFTE-BSNL reports Com. Rajpal, Circle Secretary.

Ignore the rumours

          A canard has spread that a CHQ leader of NFTE-BSNL has scuttled the proposal of management for upgradation of qualified TTAs to the Cadre of JTO alongwith their posts. There is no truth in it.

NFTE HQr has demanded upgradation of left out qualified personnel.

The fact is BSNL management is awaiting outcome of SLP pending in Supreme Court. Till then management is not expected to process the issue.

          Therefore, ignore the rumours spread by vested interest.
